Who We Are

Our Background

The South African Youth Council (SAYC) emerged during a pivotal time in South Africa’s history, marking a major milestone in the journey toward democratic youth representation.

Established on August 20, 1997, just three years after the country’s first democratic elections, SAYC symbolizes the dawn of a new era for youth participation in national development.

Rooted in the youth movements of the apartheid era, SAYC was shaped by struggle, advocacy, and a deep belief that young people are not only leaders of tomorrow, but change-makers of today.

August 20, 1997

SAYC is officially launched, marking a new era in organized youth representation.

1998 – 1999

Provincial branches, including KwaZulu-Natal, are established, building regional youth structures.

June 16, 2000

The first National Youth Day under democracy is celebrated with SAYC playing a leading role.

2008

A major organizational review strengthens effectiveness and responsiveness.

2015

SAYC aligns with the National Youth Policy 2015–2020.

June 16, 2020

SAYC leads virtual Youth Day celebrations during COVID-19.

2020 – Present

Operating under the National Youth Policy 2020–2030, with a focus on digital skills, entrepreneurship, and climate action.

Organizational Structure

SAYC’s structure is designed to ensure effective governance, inclusive representation, and impactful youth development across all levels of society.

National Executive Committee (NEC)

The highest decision-making body responsible for overall strategic direction, comprising elected youth leaders from regions across South Africa.

Provincial Executive Committees (PEC)

Comprised of 15 elected leaders per province, advocating for youth matters and overseeing the implementation of provincial initiatives.

Regional Executive Committees (REC)

Ten elected leaders representing districts, ensuring youth issues are addressed and regional programmes are effectively implemented.

Branches Executive Committee (BEC)

The grassroots level of SAYC operating at local municipality level, serving as the direct link between SAYC and communities.

Types of Organizations Affiliated to SAYC

Service-Based Organizations

Provide direct support and services addressing economic and social needs of youth. Includes youth-owned entities, NPOs, NPCs, and private companies fostering entrepreneurship and economic empowerment.

Issue-Based Organizations

Operate under constitutional rights to freedom of expression and assembly, advocating for youth-related social change through NGOs, NPOs, and CBOs.

Membership-Based Organizations

Enable collective participation through political youth formations, student representative bodies, and democratic membership structures.
